Drop rate low? Empty Drop rate low?

Although it says 1000x drop rate... I can barely get penya from monsters. I get a penya drop every 20 monsters (approx).

I have downloaded everything that was instructed.

Anyone have this problem too?

Its due to the server files. Almost all private servers suffer from this, thats why I made penya high enough to balance it out.
